The Vision
In developing this Strategic Plan, the Ministry is guided by its vision, which is: "To be the leading agent of agricultural transformation in Kenya."
The Mission
The mission of the Ministry is: "To promote sustainable and competitive agriculture through creation of enabling environment and provision of support services, to enhance food security, incomes and employment."
Core -Values
In pursuit of the mission and vision, the Ministry will be guided by fundamental values, which will define the culture of the organization. These core values are detailed hereunder.
(a) Professionalism in service delivery
The Ministry has a highly skilled technical human resource base. These skills will be harmonized for effective service delivery .Performance management, as a service delivery culture, will be integrated in all aspects of the Ministry operations.
(b) Commitment to customer service
To be an effective agent of agricultural transformation, the Ministry will embrace the culture of customer service. The farmer, service providers and Ministry stakeholders will be central to the operations of the Ministry.
(c) Teamwork and participatory processes
The Ministry cannot be successful working in isolation. The participation of stakeholders, especially the private sector and grassroots communities in agricultural policy formulation and implementation, will enhance ownership of programmes and projects. This, in turn, will lead to improved performance in the agricultural related production and marketing activities. To develop a participatory culture, the Ministry staff will enhance teamwork and mutual support among themselves. Team strength will therefore be the basis of the participatory and consultative culture, involving all stakeholders.
(d) Gender equity and equal opportunity
Sustainable development of agriculture should recognize the key gender roles in production and marketing of agricultural products. It has been observed that women perform over 70 percent of farming activities. The Ministry will therefore promote gender sensitive practices and culture within its staff and within the wider agricultural stakeholders.
Strategic objectives
In pursuit of the vision, guided by the mission, and driven by the core values, the Ministry will implement clearly defined strategic objectives. These are discussed here;under and will address the following:
i. Creating a favourable environment for the development of agriculture;

In order for the reorganization to have a holistic
dispensation and for all stakeholders to understand the essence of the reorganization and own it, a training programme will be organized.

Ministry of Co-operatives
VISION
To create a vibrant and self-sustaining co-operative movement.
MISSION
To facilitate the growth and development of an economically viable co-operative sub-sector through the formulation and implementation of appropriate policy guidelines, legal framework and development programmes.
There are over 10.000 Co-operatives in Kenya which cut across all economic sectors such as Agriculture, Housing, Finance and the Distribution Trade. Their concentration is mainly in the Financial and Agricultural sectors with a membership of well over 6 million.
It is estimated that over 60% of Kenya’s population are involved in co-operatives in one way or the other. Their economic importance in overall national development is recognized in National Policy documents like ERS and SRA Strategies as important tools in modernizing Agriculture.
Savings and Credit Co-operative societies (SACCOs) have been successful in meeting the productive needs of their members, which include education of their children, payment of medical bills, investment in income generating activities and in generally uplifting the welfare of their members and dependants. Saccos have also created employment, directly and indirectly to Kenyans hence contributing to the Government’s efforts in economic recovery and wealth creation.
The Sacco membership is over 3 million, boasting of a savings of over 150 billion which 31% of our national savings in the Country. These savings enable the members to easily access sufficient quantity and quality food to satisfy their nutritional needs at all times.
Agricultural co-operatives which are involved in procurement, primary processing of commodities and distribution of technical inputs and credit account for 38% of co-operatives. It is estimated that they have a share capital of about 4 billion (3.4% of the total share capital). Their estimated turnover is Kshs 8.2 billion.
Agriculture, which is the backbone of our economy, derives its strength from Co-operatives due to the services it offers, such as, provision of credit, farm inputs, marketing, extension, value addition and processing. Agricultural co-operatives such as Dairy, Coffee, Cotton, Pyrethrum, Fisheries etc are important avenues for poverty alleviation, as they create employment to its members.
FAO in collaboration with the Ministry of Co-operative Development and Marketing has encouraged members to improve methods of production, conservation and distribution of food by making use of technical and scientific knowledge. This has contributed to increased food, clothing, housing and medical care.

Ministry of Livestock and Fisheries

Meteorological Department Of Kenya

To Facilitate Accessible Meteorological Information and Services and Infusion of Scientific Knowledge to Spur Socio-economic Growth and Development
Functions
· Provision of meteorological and climatological services to agriculture, forestry, water resources management, civil aviation and the private sector including industry, commerce and public utilities for the better exploitation and utilization of natural resources for national development;
· Provision of meteorological services to shipping in the western Indian Ocean including the issuing of cyclone warnings for the safety of merchant and other ships;
· Provision of meteorological services to military aviation for the safety of the Kenya Air Force aircraft for national defence;
· Organization and administration of surface and upper air meteorological observations within its area of responsibility and the publication of climatological data;
· Maintenance of an efficient telecommunications system for rapid collection and dissemination of meteorological information required for national and international use in accordance with the World Meteorological Organization (WMO) and the International Civil Aviation Organization (ICAO) procedures;
· Co-ordination of research in meteorology and climatology including co-operation with other authorities in all aspects of applied meteorological research, and the maintenance of the National Meteorological Library;
· Evolvement of suitable training programmes in all fields of meteorology and other related scientific subjects which are relevant to the development of Kenya and other countries that participate in the Department's training activities.

Kenya Agricultural Research Institute
The Kenya Agricultural Research institute (KARI) is Kenya’s premier agricultural research organization. It has the legal mandate to conduct research in the field of agriculture and veterinary sciences. The Institute also cooperates with other organizations of higher learning in training programmes and on other matters relevant to research. It also liaises with other international, regional and national research bodies that carry out similar functions as well as relevant ministries and the National Council of Science and Technology (NCST). KARI also participates in diverse relevant committees on matters pertaining to research policies and priorities. KARIs research activities are organized in form of programmes and projects which are implemented in the institute’s 22 main research Centres and 14 sub-centres located throughout the country. The Centres are allocated mandate areas within their locality for strategic, applied and adaptive research mandates depending on their comparative advantages to carry out this research.

Ministry of Enviroment
Mandate
The mandate of the Kenya Forest Service is to provide for the establishment, development and sustainable management, including conservation and rational utilization of forest resources for the socio-economic development for the country.
Kenya Forest Service runs several programmes. However, the brief provided here is on those programmes related to the overall FAO mandate of “Helping to Build a World without Hunger”.
Forest and Tree Resources in Kenya
Forests in Kenya cover a total area of 37.6 million hectares out of which 2.1 million hectares are woodlands, 24.8 million are bush lands and 10.7 million are wooded grasslands. Out of the total forest cover only 1.7 million hectares are gazetted and managed by Forest Department. In addition to this, a total of 9.4 million hectares of a variety of tree coverage exists on farmlands, settlement areas and urban centres.
Forests ranks high as one of the important national assets for economic, environmental, social and cultural values. Despite the proportionately small area compared to the overall country’s surface area, forests will continue to play a significant role by providing a wide variety of resources for human development. They provide utility products such as timber for the construction industry, transmission poles for the energy and communication sector, fuel wood for the tea industry and also for subsistence utilization by the community and paper for the education and print media sectors.
Forests also provide a wide variety of non-wood products. They are important in conservation of biological diversity, regulation of water supplies, carbon dioxide sequestering and are a major habitat for wildlife, which promotes tourism. The hydroelectric power stations are located on major forest areas of vital water catchment and along major rivers, which also provide water to support irrigation schemes that are important for agricultural sector development.
